Per-engine driver for the globe-atmosphere coupling. Call apply every
frame (it no-ops cheaply when both options are off and nothing was applied);
it transitions cleanly when an option toggles, and reset reverts the
engine to the flat-world defaults (scene unload). Quietly does nothing for
engines without the atmosphere / deferred-lighting features (forward preset,
color sky).
